Can someone tell me if an its normal for a 2.9GHz i7 870 to be using 100% usage along with a stuttery playback when watching? Other 4K mkv movies usually only use 25%.

Yes it is normal, without the right CPU instructions (i7 gen 1 like you will not have them, only gen 6 and up) or a new video card (late Nvidia 9 series or newer) you won’t be able to decode fast enough. For example I can play this video with the new media player that comes with Windows 10 because it uses my graphics card to decode (GTX 1080) while other players using the CPU alone (i7 gen 2 @ 4GHz) cannot cope.
thankfully i have ryzen 1700 and 1080ti this is smooth as fook 😀
Is this video 10bit or 8bit? I mean bit depth.
